Scenario Planning-Trusted Elections

For the April 2025 retreat of the National Steering Committee on Trusted Elections, ERN prepared the attached scenario-planning report. The document will inform steering committee priorities, and the event will also provide an opportunity to workshop the report before it is more widely disseminated.

This discussion draft remains just that. It will likely be revised after our meeting.

Note: The document looks long. Don't fret. It contains detailed appendices for readers wanting to learn more about potential reforms and programs described in the scenarios. For the 4/4/25 meeting, attendees only need to read the scenarios themselves, which are about 12 pages (with pictures...)
